How to merge PDF files

Merging PDFs (also called combining or joining PDFs) with ToolsMotive takes less than a minute, and you don’t need to install anything. The order of the files in the list is the order of the pages in your new document, so the only real decision is the sequence.

  1. Add your PDFs. Drop two or more files onto the box above, or choose Choose PDF files to pick them from your computer or phone. You can add up to 50 files at once on the Free plan.
  2. Put them in order. Drag a file up or down, or use the arrow buttons next to it. Each file shows its first page and its page count, so you can see exactly what goes where.
  3. Name the result (optional). Type a file name such as October-invoices. If you skip this, the file is called merged.pdf.
  4. Choose Merge PDFs. ToolsMotive copies every page into one new PDF, then opens the result again and checks that its page count equals the total of your files.
  5. Download. You’ll see the file name, the number of pages and the file size before you download. The result also appears in your Library if saving is on.

Prefer to type? Write what you want in the box under the tool, for example “merge these and put the cover page first”, and ToolsMotive sets the order for you. More examples are in Merge PDFs by asking below.

Merge options explained

File order

The list runs from top to bottom: the first file’s pages come first, then the second file’s, and so on. Pages inside each file keep their original order. If you need to move single pages, rather than whole files, merge first and then use Organize PDF pages to rearrange, delete or duplicate individual pages.

File name

A clear name saves time later, especially when you’re sending the file to someone else. Characters that aren’t allowed in file names on Windows or macOS (such as /, \ or :) are replaced with a hyphen automatically.

Size target

If the merged file has to stay under a limit, for example for an email attachment or an online form, choose a size target. When the merged file is larger than the target, ToolsMotive adds a compression step and tells you honestly if the target can’t be reached without visibly lowering image quality. It never reports a size it didn’t achieve.

Adding and removing files

You can add more files to the same task at any time with Add files, or remove one with the ✕ button. Nothing is merged until you choose Merge PDFs, so you can change your mind as often as you like.

Files that can’t be merged as they are

Before merging, every file is checked by its content, not just its name. A file that only pretends to be a PDF, or is damaged, is flagged and skipped instead of breaking the whole merge. A password-protected PDF needs its password first: use Unlock PDF with the password you’ve been given, then merge.

What people merge most often

Invoices and receipts

Combine a month of invoices into one file for your accountant or an expense claim, with a cover page first. Merging invoices and receipts →

Scanned documents

Scanners often save each page as a separate PDF. Merge them into one document, then make the text searchable with OCR PDF. Merging scans →

Applications and forms

Many portals accept only one upload. Put your form, ID copy and certificates into a single PDF, then keep it under the size limit with a size target.

Contracts with appendices

Attach schedules, annexes and signed pages to the main agreement so everyone reviews the same complete document.

School and university work

Join an assignment, its cover sheet and its references into the single file your course system expects.

Photos and PDFs together

Got images too? Turn them into a PDF with Images to PDF first, then merge everything into one file.

Merge PDFs by asking

ToolsMotive understands plain requests and sets up the task for you. It shows the plan as a card you can still adjust, so you’re always in control. A few examples:

  • “Merge these three PDFs and name the file Q3-report.”
  • “Put the cover page first and the appendix last.”
  • “Merge my invoices and make the result under 5 MB.”
  • “Merge these, then add page numbers at the bottom right.”
  • “Combine the scans into one PDF and make the text searchable.”

The last three are multi-step requests: ToolsMotive runs the tools one after another (Compress PDF, Add page numbers, OCR PDF) and shows each step as it happens, so you don’t have to download and re-upload between tools.

Quality, checks and privacy

Your pages stay exactly as they were

Merging copies each page into the new document as it is. Text stays selectable, vector graphics stay sharp and images keep their original resolution, because nothing is re-drawn or re-compressed during the merge. If the merged file is large, that’s because the original files were large; a size target or Compress PDF can reduce it.

Checked before you download

After merging, ToolsMotive opens the new PDF again and confirms two things: that it opens correctly, and that its page count equals the total of the files you added. You’ll see this as Verified: opens correctly, 6 of 6 pages. If the check fails, you get a clear message and no broken file.

Where your files are processed

Merge PDF runs in your browser: your files are merged on your own device and are not uploaded to our servers to be processed. If Library saving is on, a copy is kept in your private Library. Files saved to your Library are deleted automatically after the period you choose in your Library settings (on the Free plan up to up to 7 days), and you can delete any file at any time. Your files and conversations are never used to train AI. Read more in Trust and privacy.

Troubleshooting

“This file could not be read”
The file is damaged or isn’t really a PDF (for example, a renamed document). Try Repair PDF, or export it again as PDF from the app that created it.
“Password-protected”
The PDF is encrypted. Open it with Unlock PDF using the password you’ve been given, then merge. ToolsMotive never tries to guess or crack passwords.
The merged file is too big to send
Set a size target before merging, or run Compress PDF on the result. Scanned pages and photos are usually what make a PDF large.
Some pages are sideways
Use Rotate PDF on the merged file. Rotation is saved in the file, so it stays correct wherever you open it.
Form fields behave oddly after merging
If two files contain form fields with the same names, their values can become linked in the merged document. Fill in or flatten the forms first, then merge.
My bookmarks are missing
Bookmarks (the clickable outline in the sidebar) from the original files are not carried over in the current version. You can add them to the merged file with Create and edit PDF bookmarks.

Plans and limits

Merge PDF runs in your browser, so it’s unlimited on every plan. What changes between plans is how many files you can merge in one go and how much you can keep in your Library:

Merge PDF: questions and answers

Is it safe to merge PDFs online?

Merge PDF runs in your browser: your files are merged on your own device and are not uploaded to our servers to be processed. If Library saving is on, a copy is kept in your private Library. Saved copies in your Library follow the auto-delete period you choose, you can delete them at any time, and your files are never used to train AI.

Does merging reduce the quality of my PDFs?

No. Pages are copied as they are, without re-compressing images or converting text, so the merged document looks exactly like the originals.

How do I change the order of the files?

Drag a file up or down in the list, or use its arrow buttons. You can also type an instruction such as “put the cover page first”.

Can I merge only some pages of a PDF?

Yes, in two steps: take the pages you need with Extract PDF pages, then merge. Or merge everything and remove what you don’t need with Delete PDF pages.

Can I merge PDFs on my iPhone or Android phone?

Yes. The tool works in the browser on phones and tablets, so you can pick files from your phone’s storage or cloud drives and download the merged PDF without installing an app.

How many PDFs can I merge at once?

Up to 50 files per merge on the Free plan, 500 on Pro and 1,000 on Organization.

Why is my merged PDF so large?

A merged PDF is roughly the size of all its files together. Scans and photos take the most space. Set a size target or use Compress PDF to make it smaller.

Can I merge password-protected PDFs?

Only after unlocking them with their password using Unlock PDF. ToolsMotive doesn’t remove passwords you don’t have.
